MONTESANO — LeMay Enterprises, now owned by Texas-based Waste Connections, will run Grays Harbor County’s garbage transfer station for another 20 years, under a contract approved on a 2-1 vote by the county commissioners Monday afternoon. Eddie Westmoreland, the western regional vice president for Waste Connections, says now that the contract is in place, the company will be looking into its options to either re-locate the transfer station somewhere else on the Harbor or to re-build the current site at Central Park The company is looking to invest $6.35 million into the facility, based on consultant estimates, Westmoreland said. But the company was not willing to make that investment unless a long-term contract was in place to spread out potential rate hikes to cover the construction costs over a longer period of time. “We have a lot of improvements we need to make and we’ll have decisions to make pretty soon on what we do,” Westmoreland said. Garbage is collected and taken to the transfer station on Highway 12 just east of Aberdeen and from there it is transferred to a landfill outside the area. The decision by the county commissioners was not without controversy — with several residents speaking out against the plan, questioning awarding the contract without a proper bidding process and wondering if the county shouldn’t pause its decision to see if a local outfit might be willing to operate the transfer station, instead. “What’s the rush?” mused County Commissioner Wes Cormier, before casting his vote against the plan. Cormier had successfully convinced Commissioner Herb Welch to table the issue a week ago to give more time to review the proposal. The contract had arrived on a Friday and the commissioners had been expected to approve it the following Monday. Fast forward a week and Cormier said he still had a lot more questions and wanted to figure out the laws regarding trash hauling and the county’s role in it all. County Commission Chairman Frank Gordon wanted to award the contract last week and pressed his fellow commissioners to decide on it now. Welch ultimately agreed with Gordon to award the contract. “The bottomline is we need to make an agreement with those that own the garbage,” Welch said. Upon questioning by the commissioners, Westmoreland said that LeMay’s could choose to abandon the transfer station completely and have its garbage haulers take their trash elsewhere. LeMay’s holds the contract that covers trash pickup for most of the county and its cities except for Hoquiam, which is serviced by locally owned Hometown Sanitation. “Once you take it, you own it and have the right to take it where you want it,” Dan Syrdal, an attorney for LeMay’s told the commissioners. Syrdal said that none of its contracts with the cities require it to take its trash to the county’s transfer station. Patrick Byron, one of the partners of Hometown Sanitation, says that his contract with Hoquiam requires him to take the city’s garbage to the transfer station and questioned the contents of the contracts at other cities. Byron had urged the commissioners to put the contract out for bid, adding, “It’s a large job and there’s plenty of revenue there. Patrick Quigg of Hoquiam told the commissioners that the public would probably be screaming at them if they were to award without a bid process all of the bridge and construction projects to Quigg Brothers Construction for the next 20 years. Quigg said that if the county held the contract to seven years and tied it in with the city of Aberdeen’s garbage hauling contract, they might be able to attract another garbage company to pay attention to the Harbor. “There’s an opportunity to have bidders in trash come here,” Quigg said. “Take time to look at this and make sure we understand it. Let’s make damn sure we’ve reviewed all the options and make sure the public is aware. “I really don’t know why we have to do this all right now,” Cormier said. “I don’t understand why we can’t put this off for another week, another month and really dig into this. Public Services Director Kevin Varness said he’s been in negotiations over the contract for the past year and the county’s getting a good deal. The 20-year contract keeps the county’s “tipping fee” at $94 per ton — with $80 of that going to LeMay’s and $14 going to the county. The current contract allowed a cost of living adjustment at 65 percent of the consumer price index. The new contract allows for an adjustment of 85 percent of the consumer price index. That means if the index goes up $1. The previous amount would have allowed for a 65 cent rate hike. The new contract allows an 85 cent rate hike. Every time the “tipping fee” goes up, it trickles down and impacts garbage rates at the customer level. The contract also calls for a new “fuel surcharge adjustment,” effective Jan. 1, 2015 — where it’s possible that a garbage rate hike could be triggered if gas exceeds $3.75 per gallon. The contract does acknowledge some unresolved issues at the current transfer station. Following a federal lawsuit claiming violations of the federal Clean Water Act at the transfer station, LeMay’s installed a new stormwater filtration system. As a result, the commissioners allowed the tipping fee to go up to cover those costs back in 2012. LeMay’s has wanted those fees to continue longer than the county has wanted them to continue. The contract calls for those issues to go to arbitration if they can’t be resolved. Westmoreland said the contract also resolves a $285,851 unpaid tax bill that the state Department of Revenue said the county owed for the garbage services. Westmoreland said the company will take charge of the issue, which will actually prevent a potential rate hike for customers. The contract requires LeMay’s to seek input and provide designs and plans for a potential new transfer station. However, LeMay’s has set a cap on construction at $6.35 million and the contract notes that “if the county requests modifications to the design or changes to the facility that increase the design or construction costs of the the facility,” then it becomes the county’s responsibility to pay the difference or, if the county chooses, to increase the rates to accommodate for the higher construction costs. The contract also calls for a change in where the county’s garbage goes. For years, the garbage has been collected at the transfer site and then shipped, typically by rail, to a landfill in Klickitat County in Eastern Washington. LeMay’s plans to ship the trash by truck now to the Wasco Landfill at The Dalles, Ore. Wasco is owned by Waste Connections, which also owns LeMay’s. Westmoreland said that the company wants more flexibility in delivering the garbage, and the county’s rail lines have also become busier in recent years because of increased activity at the Port of Grays Harbor. Sarfaraz A. Peru-Focused BPZ Resources Is On The Verge Of A Turnaround; Has 40%-Plus Upside Mar. 25, 2014 11:59 AM ET | About: BPZ by: Sarfaraz A. BPZ Resources has developed only a fraction of its properties. The company has a disappointing track record but is eyeing a turnaround on the back of higher production. The company has already given the first solid evidence of a turnaround, is nearing profitability by Q1-2015. BPZ Resources (BPZ) is an energy company that is engaged in oil and natural gas exploration and production in Peru, which the company believes, offers excellent opportunity for long term growth. So far, only a fraction of its properties, just 0.04% of the total gross acreage, has been developed. Therefore, the company has significant room for growth in terms of net proved reserves, production, revenues and income. Although the company's performance over the past few years has not been satisfactory, it appears on the verge of a turnaround. The markets have realized this and BPZ's shares have been up 65% this year. However, I believe that there is still room for a potential 40% upside for long term investors. For this, we'll have to dig a little deeper. First, a little bit about the company. BPZ Resources was formed in 2001 but its predecessor, BPZ & Associates, has more than a decade of experience of working as an energy consultant, particularly in Peru. BPZ Resources currently has 16.1 million barrels of net proved oil reserves, all of which lie in the Corvina and Albacora fields in Peru's Block Z-1. Although BPZ has attractive growth prospects, its past record is not in its favor. The company released its annual results just a couple of weeks ago in which it reported a significant drop in revenues and income. Since 2011, the company's sales volume has gradually fallen from 1.37 million barrels in 2011 to just 0.5 million barrels in 2013. During this period, its production costs have risen from $36.82 per barrel in 2011 to $49.11 per barrel in 2013. To exacerbate the situation, the average realized sales prices have dropped from $101 per barrel in 2011 to $99.79 per barrel in 2013 on the back of weakness in pricing environment. With a significant drop in sales volume in its previous fiscal year, BPZ reported a 59% drop in annual revenues to $50.7 million. The company's operating losses widened from $28.6 million in 2012 to $36.4 million in 2013. However, the current decline in production has come due to the sale of 49% participating interest in the Block Z-1, the company's only producing area, to Pacific Rubiales (OTCPK:PEGFF). Moreover, BPZ also suffered from lower output from Corvina and Albacora fields. A long term look over the last 5 years shows that BPZ has not made any improvements in its revenues and income. This is shown in the table below. EPS-$0.35-$0.52-$0.29-$0.34-$0. The table is far from encouraging. It's the BPZ's partnership with Pacific Rubiales. BPZ is simply too small to carry out the exploration and production of its acreage on its own. Despite the recent rally, the company's market cap is still just $365 million. BPZ's management has also pointed out that they will develop their acreage through joint venture. Therefore, the beginning of the joint venture, on its most promising and the only offshore property, is a big milestone for BPZ as this could be the beginning of a turnaround. The company started a development drilling program at the Block Z-1 in the second half of the previous fiscal year and has forecast higher production in 2014. This could be huge for BPZ as the company has been struggling with declining output. According to analysts' estimates compiled by Thomson Reuters, BPZ could become profitable by 2015 on the back of higher production which could drive a 350% increase in revenues. Moreover, if the current positive trends (discussed later) continue, then BPZ's management has said that it could post a quarterly profit (a rarity in BPZ's case) by as early as the first quarter of 2015. It is clear that the company's Block Z-1 underpins the company's turnaround. The Block Z-1 is one of the four blocks leased by the company. In all, BPZ Resources has 1 offshore and 3 onshore blocks in northwest Peru covering an area of, 2.2 million gross, or 1.9 million net acres. It has 51% working interest in the offshore Block Z-1, which covers an area of 0. 1. Block XIX, which covers an area of 0. 2. Block XXII, which is the largest block covering 0. 3. Block XXIII with 0.2 million gross acres. BPZ also has some operations in Ecuador. The company owns a 10% non-operating net profit interest in an oil and gas property in southwest Ecuador. As shown in the picture below, Block Z-1 is the only oil producing and the only offshore block. Since this block will drive the company's future growth, therefore it will be the main area of discussion. The Block Z-1 lies in the Tumbes Basin with average depths of 200 feet. The area was once operated by other energy firms between 1970s and 1980s. These firms performed drilling activities but did not find it feasible for production. The operators left behind five drilling structures called Albacora, Barracuda, Corvina, Delfin and Piedra Redonda fields. With the exception of Barracuda, the other four structures had tested positive for economic quantities of hydrocarbons when exploratory wells were drilled at depths of between 6,000 to 12,000 feet. However, thirty years later, with the improvements in E&P technology, the block appears ripe for production. First, we'll discuss about Corvina. This field has 12.7 million barrels and Albacora field has 3.4 million barrels of net proved oil reserves. This covers BPZ's entire reserve base, and we haven't even considered Delfin and Piedra Redonda fields, let alone Block XIX, Block XXII and Block XXIII. Of these reserves, just 3.2 million barrels are proved developed producing (PDP) reserves, while the rest, 12.9 million barrels, are proved undeveloped (PUD) reserves. Most of the PUD locations lie within the Corvina field. Corvina has an old platform, which was left by the previous operator, called CX-11. The company is currently using this platform for drilling and production in West Corvina. So far, BPZ has drilled 9 gross oil wells using this platform. BPZ has now installed a new platform at Corvina, called CX-15, which is located just a mile south of CX-11. BPZ has recently drilled and completed 2 wells between December-2013 and January-2014 from this new platform. Moreover, last month, BPZ started drilling for the third well from here. The company has witnessed a decline in output from its wells at Corvina, some of which can be attributed to mechanical problems. However, BPZ will drill five more wells at Corvina in the current year. With a more wells and a new platform now in place, investors should expect higher output from Corvina in the coming quarters. Now let's turn towards Albacora, which is the smaller of the two oil producing fields at Block Z-1. Here, like Corvina, BPZ has used a platform which was abandoned by previous operators, called A-platform. This platform was constructed by Tenneco (TEN) in the 1970s and was later used by Tenneco and Belco Oil and Gas. In the last four months of 2013 BPZ started drilling, and completed one development at Albacora. The company will drill 2 development wells at Albacora this year. Now, let's move towards Delfin, which could become the company's third oil producing field at Block Z-1 in the near future. BPZ has received permits to install a platform and start drilling in this field. Delfin looks promising as it is located close to Corvina and a previous operator's well has already tested the region positive for oil. The prospect could drive significant production growth in the coming years as it covers an area of around 3,000 acres, nearly twice as big as Corvina. Furthermore, BPZ has also received exploration permits for Raya and Piedra Redonda in Block Z-1. Raya is a 7,500 acre prospect that lies to the north of Delfin and has potential for oil. By now, it is clear that BPZ has witnessed considerably higher levels of activity at Block Z-1 in final months of 2013 through the beginning of the current year, particularly at Corvina and Albacora. Therefore, by now, its output from Block Z-1 should have started to increase. Earlier in the article, I discussed the indication of a turnaround, but higher levels of output will prove that the company is, in fact, going on the right track towards a turnaround. This was, I believe, the biggest positive in the recent quarterly results. BPZ has increased its production Block Z-1 by 75% from Q4-2013 to 4,850 barrels of gross oil per day in YTD-2014. Moreover, the production levels have been increasing quickly. In the first few days of the current month, the company's gross production climbed to 6,850 barrels of oil per day. This is a huge improvement from average gross production of 2,725 barrels of oil per day in the final quarter of 2013. This jump in production is the direct result of the activity discussed in the previous section. The company is planning to drill 8 development wells in the Block Z-1 in the current fiscal year. With more wells coming online through 2015, a new platform in place at Corvina and a new platform at Delfin, the company will likely continue posting increasing levels of output in the future. This will lead towards higher levels of revenues and income. Although BPZ is just focused about developing the Block Z-1 at the moment, for long term investors, the company is not just about this block. As mentioned earlier, BPZ has other properties as well that are also lucrative. Besides Block Z-1, Block XXIII, has also witnessed exploration activity under the previous operators. It lies within the Mancora formation, which has already shown evidence of natural gas. BPZ started drilling the first 3 exploration wells in the beginning of 2014. Block XIX is also located within Mancora formation and lies right next to Block Z-1. Some older wells in the region have shown evidence of oil and gas potential but the region requires additional drilling and seismic data to ascertain its true potential. In terms of area, Block XXII is the biggest block with 912,000 gross acres. Unlike its other blocks that lie within Tumbes and Talara Basin, Block XXII lies within Lancones Basin of Cretaceous and includes the Muerto play. The region is mainly an exploratory area with little drilling and seismic activity. BPZ is currently waiting for a green signal from authorities following an environmental impact study. After that, the company says that it can begin drilling from as early as late-2014 or 2015. However, it will be a while before BPZ actually starts producing from these areas as it is highly unlikely that it will move forward without a partner. Through the exploration activity on these blocks, BPZ will be able to gauge the reserves on its acreage. This could lead towards an increase in its net proved reserves. More importantly, the additional data on its acreage will improve BPZ's ability to attract a new partner. BPZ sells all of its oil to Peru's national oil company Petroperu. The loss of this customer can have an adverse impact on the business. BPZ however, believes that it can easily find other buyers if Petroperu stops purchasing from BPZ. The company also has relatively little experience of operating as an E&P company. It has less than four years of commercially operating the Block Z-1, which has been the backbone of its business. Moreover, some of its wells at Block Z-1 have shown "solution gas drive behavior" which causes a big drop in output within the first year of operation. BPZ is now developing new wells which could also report a decline in output within the first year. If that happens, then markets might overreact which could lead towards a decline in share proves. Investors should, however, note that this problem is of a short term nature as the output usually becomes stable in the following years. Moreover, BPZ has also taken some measures, such as re-injection of gas, which should cause a slowdown in the decline rate. With the new developments, particularly those related to Block Z-1, BPZ Resources is in a good position for growth in the near term. With the ongoing development at Corvina and Albacora, the company will significantly increase its well count in the coming years which will likely drive its turnaround. Meanwhile, Delfin prospect could offer excellent opportunity for growth. Moreover, the exploratory work in Block XXIII and the expected drilling at Block XXII could give a boost to its net proved reserves and open doors to a new joint venture. Investors should watch out for positive developments from Blocks XIX and XXIII, which could translate into a catalyst for an upside. Furthermore, additional production from the offshore wells at Block Z-1 and new developments from Delfine, particularly the deployment of the new platform could cause an increase in share prices. Moreover, its shares could continue going higher in anticipation of positive earnings by Q1-2015. The company's shares have risen by 65% this year but are currently trading just 1.4 times their 2015 sales estimates. In these terms, the business has significant room for growth. If the company's shares were to trade on industry's average P/S ratio of 2, they would be priced at $4.16 per share, which shows an upside of 42% from the current price levels. The team measured the correlation between surface temperature and ice depth in the northern Alaska town, 320 miles north of the Arctic Circle, and returned to Virginia on March 16. Corey Roadcap on the ice in Barrow, Alaska. It was zero degrees the first day of Corey Roadcap's spring break north of the Arctic Circle. During his two-week stay, that was about the warmest it got. On the Arctic Ocean where he worked with an 18-person polar ice research team from Radford University, the New Market resident measured the effects of surface temperature on the thickness of polar sea ice in northern Alaska. What he found is pretty scary, he said. "Just from what we have looked at, there seems to be a correlation," he said. The team could see how their readings differed from those that another Radford team found two years ago. And the results from 10 years ago were even more striking. In 2004, the open water by Barrow, Alaska -- 320 miles north of the Arctic Circle -- started about eight miles out from the land. Now, it starts at a mile and a half, Roadcap said. "For the most part, they have noticed a large climate change from a decade ago," he said. A senior double majoring in computer science and physics at Radford, Roadcap, 22, has been looking forward to the trip he said the school has offered every two years for the last decade. Under the direction of his physics advisor, Dr. Rhett Herman, it's "a unique opportunity to travel to the Arctic Circle," Roadcap said. "It was beautiful. Everything was covered with ice. If it wasn't ice, it was permafrost. Unlike other parts of Alaska, there were no mountains. "It was very flat," he remembered. "Obviously it was very cold. In Barrow the hours of light and dark are about equal this time of year, but Roadcap said the sun doesn't travel the way it does here. The sky starts to lighten at 7 a.m., but the sun doesn't make its appearance over the horizon for at least two more hours. "So dawn and dusk are really elongated," he said. With a population of about 4,000, Barrow features raised homes that look like beach houses. And the roads, he said, "They're ice roads, for the most part. "During the summer, all the ice melts and it just turns into a bunch of pot holes," he said. When it's warm enough, the residents can drive out of town, but in general, they travel by plane. Roadcap stayed with 10 other people in a three-bedroom, furnished hut in an old Navy research facility built after WWII and donated to the National Science Foundation. Most of his team came for either the first week or the second, but he and two other students stayed for the duration with their professors. On the Arctic Ocean where their research was focused on drilling into the ice, it was negative 47 degrees. Asked how he dressed, he said, "Um, thick." -- Wool socks, sweatpants, undershirt, "and my negative-40 gear on top of that," which he rented from the school. To avoid misreading the ice thickness in places of shade, the team learned to trek out onto the ice early in the morning before the sun rose. While there they met other researchers -- a member of the U.S. Army's Cold Regions Research Engineering Labs, one from the National Oceanic and Atmospheric Administration, a faculty member from the University of Washington Applied Physics Laboratory and students from the Naval Academy in Annapolis, Md., doing the same sort of tests Roadcap was doing. "The first day we went out and drilled in a few spots just to get an idea of how deep the ice was and found it was only a meter or a meter and a half thick. It was a lot thinner than we expected," Roadcap said. Scary enough for researchers, he said Barrow residents offered a different perspective on the ocean's receding ice. "That was very surprising, and the locals we talked to, this is the closest they've seen the open water at this time of year," he said. The team members returned from Alaska Sunday and will start analysis on their data. Planning to pursue physics or another career field related to science after graduating in May, Roadcap said he's glad for this experience. "I wish we never left. It was great. I had a blast," he said. "I definitely want to work, maybe not that far north, but I wouldn't mind working with ice again. That would be cool. Narendra Modi says that he was "sad" about the 2002 Gujarat riots but has no guilt, and that no court has "come even close to establishing" it. He has suffered 12 years of public "Modi-bashing" since the time of the riots but says that he had decided early on to "let the media do its work, there will be no confrontation. "I never waste my time in confontation," the BJP's prime ministerial candidate is quoted as saying in a just-published biography written by a British author and TV producer Andy Marino. Marino says in the book "Narendra Modi: A Political Biography", published by Harper Collins, that he was given detailed access by Modi whom he accompanied aboard his helicopter during his campaign rallies and interviewed him over several weeks. On 2002 riots, Modi says, "I feel sad about what happened but no guilt. And no court has come even close to establishing it. The 310-page book deals with the riots in some detail with "hitherto unpublished, authenticated documents". It discloses that after the riots Modi wanted to resign as Chief Minister but was prevailed upon by the party to continue. Marino says that the BJP strongman had confided to him "possibly for the first time in an on-the-record interview, that he no longer wanted to be the chief minister after the riots because he had decided it was unfair on the people of the state who had been subjected to extreme abuse because of him". The largely-adulatory book quotes Modi as having told the Panaji conclave, "I want to speak on Gujarat. From the party's point of view this is a grave issue. "There is a need for a free and frank discussion. To enable this, I wish to place my resignation before this body. It is time we decided what direction the party and the country should take from this point onwards. The Chief Minister told the biographer, "I wanted to leave this position but my party was not ready to leave me, the people of Gujarat were not ready to leave me - this situation is what I had (to deal with). "It was not up to me. And I was not ready to go against party discipline; I don't want to fight against my party. What my leaders say, I must follow it. Modi provides some details of how he handled the situation in the aftermath of the attack on a train carrying mostly 'kar sevaks' from Ayodhya in the early hours of February 27, 2002 in which 59 people were burnt alive. He says that after he had returned from Godhra to Gandhinagar late at night that day, "I informally asked my officers to alert the army". He was told that the army was at the border because there was tension between India and Pakistan after the attack on Parliament. The book states that Modi had appealed to his counterparts in three neighbouring states - Ashok Ghelot in Rajasthan, Vilasrao Deshmukh in Maharashtra and Digvijay Singh in Madhya Pradesh - to send aid in the form of law enforcement and para-military personnel. He sought 10 companies of armed police from each state. While Maharashtra had sent a very limited number of personnel to help, the other two states had quietly refused, it says. The book also focuses on Gujarat's development and quotes Modi as saying, "For me development is a mass movement. People think that development is a government agenda. "I say no, development should be the agenda of the common man. Unless and until the common man's agenda is development, government can build the buildings, but that is not development. Asked if he did not fear going the western path in modernising Gujarat, Modi said, "Modernisation without westernisation." He believes in "remaining traditionally Indian while embracing modernity. Welcome to the United Nations. It's your world. The International Day of Solidarity with Detained and Missing Staff Members marks the anniversary of the abduction of UN staff member Alec Collett. Print25 March 2014 – The United Nations family today urged immediate action to secure the release of detained staff, to resolve the cases of those missing and to protect all the courageous individuals who carry out the life-saving work entrusted to the Organization and its partners. “The world is a far more dangerous place for United Nations and humanitarian personnel today than it was even a few short years ago,” Secretary-General Ban Ki-moon said in his message for the International Day of Solidarity with Detained and Missing Staff Members, observed on 25 March. He noted that as of 21 March, 56 UN personnel remained in detention and 4 UN and associated personnel abducted by non-State actors remain in captivity. “I urge all concerned to do everything possible to secure their immediate release,” said the Secretary-General, who also strongly urged those Member States holding UN personnel to provide immediate access and fully respect their rights and privileges. “I am deeply concerned at the unlawful detention and arrest of United Nations and humanitarian personnel, as well as at the lack of access to those staff. I call for immediate action to secure their freedom and rights. One example of this was highlighted recently by Under-Secretary-General for Peacekeeping Operations Herve Ladsous, who reported to the Security Council that authorities in South Sudan continue to harass UN staff, to the point of putting their lives in danger. UN staff members have been subjected to threats, harassment, physical assault, arrest, detention and unlawful interrogation. Mr. Ban added that he was especially worried about the brave individuals working in Syria; the increase in abductions for ransom; and the impunity that prevails. Noting that the vast majority of cases regarding arrested, detained and missing staff members do not result in prosecution, he called for an end to the culture of impunity and for the full prosecution of all those responsible. General Assembly President John Ashe encouraged the global community to work more effectively to protect UN staff members who continue to face threats to their freedom and security, noting that the number of attacks on UN staff members has steadily increased in recent years and at an alarming rate. “This day underscores the need for the international community to do everything it can to protect UN personnel working in places where performing day-to-day tasks may put their lives at risk,” he stated in his message. “It also pays tribute to all UN staff members who have been killed or kidnapped while working in conflict zones and calls on governments to implement much needed security and safety standards,” he added. The International Day marks the anniversary of the abduction of Alec Collett, a former journalist and UN staff member who was working for the UN Relief and Works Agency in the Near East (UNRWA) when he was abducted by armed gunmen in 1985. With his remains having been found and returned to his family in 2009, the Day is also intended to honour his memory, and of all those who have suffered similar fates. “In our mission to increase peace and security around the world, the United Nations asks us to work in the world’s most dangerous places,” said Ian Richards, Vice-President of the UN Staff Management Committee. “We do this out of a sense of duty and on the understanding that we will be looked after. “However, it is now clear that the United Nations flag has increasingly become a target instead of a shield, especially for colleagues recruited at the national level. We call on the Secretary-General and all Governments to do more to protect staff and their independence, so they can focus on their work, not work in fear. Sarfaraz A. Peru-Focused BPZ Resources Is On The Verge Of A Turnaround; Has 40%-Plus Upside Mar. 25, 2014 11:59 AM ET | About: BPZ by: Sarfaraz A. BPZ Resources has developed only a fraction of its properties. The company has a disappointing track record but is eyeing a turnaround on the back of higher production. The company has already given the first solid evidence of a turnaround, is nearing profitability by Q1-2015. BPZ Resources (BPZ) is an energy company that is engaged in oil and natural gas exploration and production in Peru, which the company believes, offers excellent opportunity for long term growth. So far, only a fraction of its properties, just 0.04% of the total gross acreage, has been developed. Therefore, the company has significant room for growth in terms of net proved reserves, production, revenues and income. Although the company's performance over the past few years has not been satisfactory, it appears on the verge of a turnaround. The markets have realized this and BPZ's shares have been up 65% this year. However, I believe that there is still room for a potential 40% upside for long term investors. For this, we'll have to dig a little deeper. First, a little bit about the company. BPZ Resources was formed in 2001 but its predecessor, BPZ & Associates, has more than a decade of experience of working as an energy consultant, particularly in Peru. BPZ Resources currently has 16.1 million barrels of net proved oil reserves, all of which lie in the Corvina and Albacora fields in Peru's Block Z-1. Although BPZ has attractive growth prospects, its past record is not in its favor. The company released its annual results just a couple of weeks ago in which it reported a significant drop in revenues and income. Since 2011, the company's sales volume has gradually fallen from 1.37 million barrels in 2011 to just 0.5 million barrels in 2013. During this period, its production costs have risen from $36.82 per barrel in 2011 to $49.11 per barrel in 2013. To exacerbate the situation, the average realized sales prices have dropped from $101 per barrel in 2011 to $99.79 per barrel in 2013 on the back of weakness in pricing environment. With a significant drop in sales volume in its previous fiscal year, BPZ reported a 59% drop in annual revenues to $50.7 million. The company's operating losses widened from $28.6 million in 2012 to $36.4 million in 2013. However, the current decline in production has come due to the sale of 49% participating interest in the Block Z-1, the company's only producing area, to Pacific Rubiales (OTCPK:PEGFF). Moreover, BPZ also suffered from lower output from Corvina and Albacora fields. A long term look over the last 5 years shows that BPZ has not made any improvements in its revenues and income. This is shown in the table below. EPS-$0.35-$0.52-$0.29-$0.34-$0. The table is far from encouraging. It's the BPZ's partnership with Pacific Rubiales. BPZ is simply too small to carry out the exploration and production of its acreage on its own. Despite the recent rally, the company's market cap is still just $365 million. BPZ's management has also pointed out that they will develop their acreage through joint venture. Therefore, the beginning of the joint venture, on its most promising and the only offshore property, is a big milestone for BPZ as this could be the beginning of a turnaround. The company started a development drilling program at the Block Z-1 in the second half of the previous fiscal year and has forecast higher production in 2014. This could be huge for BPZ as the company has been struggling with declining output. According to analysts' estimates compiled by Thomson Reuters, BPZ could become profitable by 2015 on the back of higher production which could drive a 350% increase in revenues. Moreover, if the current positive trends (discussed later) continue, then BPZ's management has said that it could post a quarterly profit (a rarity in BPZ's case) by as early as the first quarter of 2015. It is clear that the company's Block Z-1 underpins the company's turnaround. The Block Z-1 is one of the four blocks leased by the company. In all, BPZ Resources has 1 offshore and 3 onshore blocks in northwest Peru covering an area of, 2.2 million gross, or 1.9 million net acres. It has 51% working interest in the offshore Block Z-1, which covers an area of 0. 1. Block XIX, which covers an area of 0. 2. Block XXII, which is the largest block covering 0. 3. Block XXIII with 0.2 million gross acres. BPZ also has some operations in Ecuador. The company owns a 10% non-operating net profit interest in an oil and gas property in southwest Ecuador. As shown in the picture below, Block Z-1 is the only oil producing and the only offshore block. Since this block will drive the company's future growth, therefore it will be the main area of discussion. The Block Z-1 lies in the Tumbes Basin with average depths of 200 feet. The area was once operated by other energy firms between 1970s and 1980s. These firms performed drilling activities but did not find it feasible for production. The operators left behind five drilling structures called Albacora, Barracuda, Corvina, Delfin and Piedra Redonda fields. With the exception of Barracuda, the other four structures had tested positive for economic quantities of hydrocarbons when exploratory wells were drilled at depths of between 6,000 to 12,000 feet. However, thirty years later, with the improvements in E&P technology, the block appears ripe for production. First, we'll discuss about Corvina. This field has 12.7 million barrels and Albacora field has 3.4 million barrels of net proved oil reserves. This covers BPZ's entire reserve base, and we haven't even considered Delfin and Piedra Redonda fields, let alone Block XIX, Block XXII and Block XXIII. Of these reserves, just 3.2 million barrels are proved developed producing (PDP) reserves, while the rest, 12.9 million barrels, are proved undeveloped (PUD) reserves. Most of the PUD locations lie within the Corvina field. Corvina has an old platform, which was left by the previous operator, called CX-11. The company is currently using this platform for drilling and production in West Corvina. So far, BPZ has drilled 9 gross oil wells using this platform. BPZ has now installed a new platform at Corvina, called CX-15, which is located just a mile south of CX-11. BPZ has recently drilled and completed 2 wells between December-2013 and January-2014 from this new platform. Moreover, last month, BPZ started drilling for the third well from here. The company has witnessed a decline in output from its wells at Corvina, some of which can be attributed to mechanical problems. However, BPZ will drill five more wells at Corvina in the current year. With a more wells and a new platform now in place, investors should expect higher output from Corvina in the coming quarters. Now let's turn towards Albacora, which is the smaller of the two oil producing fields at Block Z-1. Here, like Corvina, BPZ has used a platform which was abandoned by previous operators, called A-platform. This platform was constructed by Tenneco (TEN) in the 1970s and was later used by Tenneco and Belco Oil and Gas. In the last four months of 2013 BPZ started drilling, and completed one development at Albacora. The company will drill 2 development wells at Albacora this year. Now, let's move towards Delfin, which could become the company's third oil producing field at Block Z-1 in the near future. BPZ has received permits to install a platform and start drilling in this field. Delfin looks promising as it is located close to Corvina and a previous operator's well has already tested the region positive for oil. The prospect could drive significant production growth in the coming years as it covers an area of around 3,000 acres, nearly twice as big as Corvina. Furthermore, BPZ has also received exploration permits for Raya and Piedra Redonda in Block Z-1. Raya is a 7,500 acre prospect that lies to the north of Delfin and has potential for oil. By now, it is clear that BPZ has witnessed considerably higher levels of activity at Block Z-1 in final months of 2013 through the beginning of the current year, particularly at Corvina and Albacora. Therefore, by now, its output from Block Z-1 should have started to increase. Earlier in the article, I discussed the indication of a turnaround, but higher levels of output will prove that the company is, in fact, going on the right track towards a turnaround. This was, I believe, the biggest positive in the recent quarterly results. BPZ has increased its production Block Z-1 by 75% from Q4-2013 to 4,850 barrels of gross oil per day in YTD-2014. Moreover, the production levels have been increasing quickly. In the first few days of the current month, the company's gross production climbed to 6,850 barrels of oil per day. This is a huge improvement from average gross production of 2,725 barrels of oil per day in the final quarter of 2013. This jump in production is the direct result of the activity discussed in the previous section. The company is planning to drill 8 development wells in the Block Z-1 in the current fiscal year. With more wells coming online through 2015, a new platform in place at Corvina and a new platform at Delfin, the company will likely continue posting increasing levels of output in the future. This will lead towards higher levels of revenues and income. Although BPZ is just focused about developing the Block Z-1 at the moment, for long term investors, the company is not just about this block. As mentioned earlier, BPZ has other properties as well that are also lucrative. Besides Block Z-1, Block XXIII, has also witnessed exploration activity under the previous operators. It lies within the Mancora formation, which has already shown evidence of natural gas. BPZ started drilling the first 3 exploration wells in the beginning of 2014. Block XIX is also located within Mancora formation and lies right next to Block Z-1. Some older wells in the region have shown evidence of oil and gas potential but the region requires additional drilling and seismic data to ascertain its true potential. In terms of area, Block XXII is the biggest block with 912,000 gross acres. Unlike its other blocks that lie within Tumbes and Talara Basin, Block XXII lies within Lancones Basin of Cretaceous and includes the Muerto play. The region is mainly an exploratory area with little drilling and seismic activity. BPZ is currently waiting for a green signal from authorities following an environmental impact study. After that, the company says that it can begin drilling from as early as late-2014 or 2015. However, it will be a while before BPZ actually starts producing from these areas as it is highly unlikely that it will move forward without a partner. Through the exploration activity on these blocks, BPZ will be able to gauge the reserves on its acreage. This could lead towards an increase in its net proved reserves. More importantly, the additional data on its acreage will improve BPZ's ability to attract a new partner. BPZ sells all of its oil to Peru's national oil company Petroperu. The loss of this customer can have an adverse impact on the business. BPZ however, believes that it can easily find other buyers if Petroperu stops purchasing from BPZ. The company also has relatively little experience of operating as an E&P company. It has less than four years of commercially operating the Block Z-1, which has been the backbone of its business. Moreover, some of its wells at Block Z-1 have shown "solution gas drive behavior" which causes a big drop in output within the first year of operation. BPZ is now developing new wells which could also report a decline in output within the first year. If that happens, then markets might overreact which could lead towards a decline in share proves. Investors should, however, note that this problem is of a short term nature as the output usually becomes stable in the following years. Moreover, BPZ has also taken some measures, such as re-injection of gas, which should cause a slowdown in the decline rate. With the new developments, particularly those related to Block Z-1, BPZ Resources is in a good position for growth in the near term. With the ongoing development at Corvina and Albacora, the company will significantly increase its well count in the coming years which will likely drive its turnaround. Meanwhile, Delfin prospect could offer excellent opportunity for growth. Moreover, the exploratory work in Block XXIII and the expected drilling at Block XXII could give a boost to its net proved reserves and open doors to a new joint venture. Investors should watch out for positive developments from Blocks XIX and XXIII, which could translate into a catalyst for an upside. Furthermore, additional production from the offshore wells at Block Z-1 and new developments from Delfine, particularly the deployment of the new platform could cause an increase in share prices. Moreover, its shares could continue going higher in anticipation of positive earnings by Q1-2015. The company's shares have risen by 65% this year but are currently trading just 1.4 times their 2015 sales estimates. In these terms, the business has significant room for growth. If the company's shares were to trade on industry's average P/S ratio of 2, they would be priced at $4.16 per share, which shows an upside of 42% from the current price levels.
